Powers of The Broadcasting Council:
The Area the Broadcasting Council’s Responsibility:
• Defines broadcasting’s regulations
• Develops and approves the Broadcasting Council’s Charter
• Elects (dismisses) the Director General with at least six votes
• Appoints (dismisses) the three deputy directors proposed by the Director General
• Approves duties and responsibilities and internal regulations
• Approves the program strategy and policy of public broadcasting
• Monitors programs after being broadcasted (if necessary)
• Approves the budget and annual report of public broadcasting;
• Defines the conception of public broadcasting,
• Defines technical equipment and broadcasting quality standards;
• Gives written notification to the Director General about the violation of the programming law and gives orders to take appropriate measurements;
• Can override the Board of Directors decisions with at least six members’ agreement;
• Reports to the public on its activity once a year and publishes it in the press;
• Fulfils other duties defined by the law and the Broadcasting Council’s Charter;
• Prevents any interference by individual members of the Broadcasting Council in the daily activity of the Director General;
The Consent of the Broadcasting Council is required in the following cases:
• When new program services are set up so that the audience may have a large range of choices
• On the purchase or sale of real estate
• On purchasing bank credits
• On releasing any financial responsibilities.
The Broadcasting Council shall conduct a meeting at least once every two months;
• The Broadcasting Council may have an unplanned meeting at the request of the chairman and three members;
• Meetings with the participation of more than half of the members are considered to be plenipotentiary
• Except for the cases considered in this law, the Broadcasting Council makes decision by elementary voting. In case of tie votes the Director General’s can vote to break the tie.
• The Director General and members of Board of Directors have the right to take part in the meetings with advisory votes;
• Once a year the Broadcasting Council members are paid the same amount of money as the Director General’s one month salary, from the budget of the Public Television and Radio Broadcasting Company.
Jahangir A. Mammadli
Was born in 1942 in Novruzlu village, Agdam region.
Graduated from Baku State University, department of journalism.
At present he holds a chair of Theory and Practice of Journalism in Baku State University. Mr. Mammadli is a candidate of philological sciences, author of 4 books, 3 manuals, a textbook, approximagtely 500 scientific articles and, co-author of 5 books on journalism.
In 2003-2004 was awarded with the title of Teacher of the Year" of BSU.
In 2003-2005 took up a post of Deputy Chairman of Azerbaijan Press Council
In 2005 was elected to the position of the Chairman of the Broadcasting Council of the Public Television and Radio Broadcasting Company of Azerbaijan.

Mukhtar Imanov
Was born in 1955 in Akhura village of Sharur region.
In 1977 graduated from Baku State University, Department of Philology.
1977-1980 worked as a teacher of Azerbaijan language and literature in the secondary school in Khamzali village of Sharur region.
1983 finished postgraduate studies in Literature Institute named after Nizami of ANAS.
1984 defenced a thesis titled “Physiology in modern Azerbaijan prose”.
1983-1992 took up posts of junior research worker, research worker and senior research worker in Folklore Department of Literature Institute named after Nizami.
1992-2000 was editor-in-chief of “Yazichi” Publishing House.
Since 2001 was a scientific worker of Turkic people folklore department of Folklore Institute of ANAS.
2007 defenced thesis for a Doctor's degree.
He is the author of many scientific works and articles.
Married, has 2 sons.
Zarifa T. Salahova
Was born on February 2, 1932.
In 1952 Graduated from the Pedagogical School named after Sabir.
In 1952-1956 studied in Azerbaijan Pedagogical Institute, named after M.F.Akhundov
1966-1967 attended the Supreme Party School near the Central Committee of the USSR Communist Party.
In 1956-1958 worked as an elementary and a secondary school teacher of Russian language and literature.
In 1958-1962 contributed to the newspapers Mingechaurskiy rabochiy" and
Communist Sumgaita".
In 1962-1966 worked as the Chairman Instruction, Lecture and Propaganda Department of Sumgait City Committee of the Azerbaijan Communist Party
In 1970-1981 took up a post of the head of Party Information Sector of the Organizational Party Affairs of the Azerbaijan Central Committee of Communist Party.
In 1981-1993 worked as a First Deputy Chairman of the Administrative staff of Volunteers Union of Bookworms of Azerbaijan USSR.
Since 1993 she is Chairman of the Administrative Staff of Society Kitab" (Book).
Since 2001 she is head of the Baku Association of Azerbaijani Woman.
In 2005 was elected to the Broadcasting Council of the Public Television and Radio Broadcasting Company of Azerbaijan.
Qulam A. Abiyev
Was born in the Bulbule settlement of Baku in 1937.
Graduated from the State Institute of Physical Culture and then the Technical Institute.
Since 1987 took up a post of the Rector of the State Institute of Physical Culture.
He is the author of many scientific works, articles and books. He was often awarded grants in international tournaments and was the champion of Azerbaijan six times. He was awarded the title of USSR Honorary Sport Master, International-Grade Umpire. He is the Secretary General of National Olympic Committee and Vice-President of the Azerbaijan Boxing Federation.
In 2005 was elected to the Broadcasting Council of the Public Television and Radio Broadcasting Company of Azerbaijan.
Altay Q. Zahidov
Was born in Baku on May 16, 1933.
In 1957 graduated from Azerbaijan State University.
In 1954-1974 worked as a journalist and commentator in the Azerbaijan State Television and Radio Programs Community.
In 1974-1991 was the Chief of the Journalists at the Azerbaijan State Television and Radio in Moscow.
In 1991 was elected the Secretary of the Azerbaijan Journalists Union.
Since 1992 was a member of the Confederation for International Journalists Union.
At the present works as a teacher of journalism in the Western University.
In 2005 was elected to the Broadcasting Council of the Public Television and Radio Broadcasting Company of Azerbaijan.
Aqil I. Dadashov
Was born in Kazakh region on September 1, 1955.
Graduated from the Baku State University, department of Journalism.
After graduation was invited to work in the newspapers Baki" and Baku" as a journalist in the Morning news and Sports" and Literature and Art" departments. In 1988 he was appointed the Director of the Department Morning news and Sports".
In 1991 became the Secretary Responsible and Deputy Editor in the newspaper Ulfet" in the Azerbaijan Federation of Trade Union.
In 1992 he was elected Editor-in-Chief and still works there.
Since 1998 is the Deputy Director of the Azerbaijan Federation of Trade Union.
In 2005 was elected to the Broadcasting Council of the Public Television and Radio Broadcasting Company of Azerbaijan.
Mammadov Namig Masim
He was born in an intellectual family in Gugark region of the Republic of Armenia in 1976. He graduated from Azerbaijan State Economic University in 2003, and the faculty of law of Baku State University in 2008. He worked as sales manager in “Kaspian American Telecom” in 1999,then become head of Reional Sales and Marketng Department . In 2002 he was senior manager of “Caspian Electronics” and was appionted to the position of director general of “Caspel” Ltd in 2005. Since then he has been working as head of Executive Board in “Caspel” Ltd.
Salman M. Musayev
Was born in Hammali village, Dmanisi region of the Georgian Republic in 1958.
In 1982 graduated from Dashkend Islam University
In 1984-1985 studied in the Faculty of Theology, Call to Islam" University, Libya
From 1986 - to present is the first deputy chairman of Caucasus Muslims' Center, as a Mufti (leader of Sunnite Moslems)
2002 - Awarded with the Order of Honor" of the Georgian Republic.
In 2005 was elected to the Broadcasting Council of the Public Television and Radio Broadcasting Company of Azerbaijan.
Fuad R. Muradov
Was born in 1979.
1996-2000 studied at the faculty of Water Maintenance and Administration, the Azerbaijan State Oil Academy
2000-2002 attained a master's Degree on Environmental Protection in the Oil Industry at the Azerbaijan State Oil Academy
From 2002- to present studied in Post-graduate courses at the Institute of Radiation Problems of National Academy of Sciences.
1999-2001 Founder and Vice-President of the Youth Organization Umidli Galajak" (Promising Future)
2000-2004 Senior Ecologist of the Azerbaijan Center of Ecological Projects
2003 Founder of the Charity Society Tashabbus" (Initiative)
2003-2004 Head of the Financial Control Commission of the European Youth Forum
2002-2004 Secretary General of the National Assembly of Youth Organizations of the Republic of Azerbaijan
May, 2004 - Coordinator of Coalition of Social Development of Youth and Efficient to present Recruitment
March, 2004 - Chairman of National Assembly of Youth Organizations of the Republic to present of Azerbaijan.
